Faculty at NWA


The core faculty at NWA is selectively chosen by CWC and comprises of eminent CWES (Central Water Engineering Services-Group 'A') officers with an excellent academic record , long practical experience in Water Resources Development and Management and having good communication skills with aptitude for imparting training.

The core faculty is headed by a Chief Engineer and eight other faculty persons covering specialized subjects such as hydrology & water resources, irrigation, hydropower, socioeconomic & environmental aspects and systems Engg. The core faculty of NWA comprises of the Group 'A' officers of CWES cadre having adequate professional / field experience in water sector.

In addition to core faculty, the courses are supported by the guest faculty invited by the NWA . The guest faculty comprising of academicians and scientists of eminence from premier Research Centers and Universities in India, as well as practicing professionals and specialists drawn from other organizations / agencies/ depts/ NGOs including retd. Govt officers.

Shri.D. S. Chaskar, Chief Engineer ( Pay Level 15)


D. S. Chaskar is a postgraduate in "Design Engineering " from IIT, Mumbai. He joined the Central Water Engineering (Group 'A' ) Services of Central Water Commission as Assistant Director in 1991. Since then, he has worked in various directorates of CWC in the capacity of Assistant director/Deputy Director.

As Assistant Director he was associated with cost appraisal of W.R. projects. During his stint in Hydel Civil Design Directorate, he worked on the application of advanced techniques and use of computers in design of W.R. structures. He has professional experience in Design of Gates, Hoists and other hydro-mechanical equipments for W.R. Projects.

He has handled planning and design of hydro-mechanical equipment for number of Projects. He was instrumental in use of Computer Aided Design, particularly FEM and its application to hydraulic structures.

He is well conversant with "IDEAS" software and other software on CAD, FEM. As Deputy Director in Technical Coordination Dte, he was responsible for proving inputs for technical engagements of Chairman.

The responsibilities also included compilation & publication of annual report of CWC, coordination of visits of foreign delegates to CWC, matters pertaining to Parliament Committees, organizational issues, etc. As Deputy Director(A&C) and Director (A&C), NWA, he has handled general administration, establishment, accounts, contracts, infrastructural development, and R&M of NWA complex in addition to his normal duties as a core faculty and course-coordinator.

He has significant contribution in the infrastructural development works in terms of construction of office buildings, annexe building, guesthouses, swimming pool, new Krishna guest house, jogging track etc. He was one of the officer instrumental in establishing & making the new NWA campus operational with all logistics & services.

With such varied experience ranging from Capacity Building & effective Human Resource Management to driving the Project Development and core activities of CWC on the ground behind him, Shri D.S. Chaskar in his present assignment as the Chief Engineer & Head of the National Water Academy is further enhancing the utility, visibility, reach and effectiveness of activities at NWA through positive and pro-active leadership.

Shri S K Das , Director ( Pay level 14)


Shri S K Das completed his B.E in Civil Engineering from University of Roorkee (Now IIT Roorkee). He belongs to ESE 1999 batch of Central Water Engineering (Group A)Services. He has worked in various capacities in Central Water Commission and having about 22 years of experience in different areas of water sector.

During his initial years of service as Assistant Director, he worked in the design of Right Bank Underground powerhouse (PH) in construction stage of Sardar Sarovar Project, Gujratwherehe hascontributed to the structural design of spiral casing, Generator barrel foundation, flooring of PH and tail race Intake structure.

As Deputy Director, he was involved in planning and design of various components of TapovanVishnugad Hydroelectric Project, Uttarakhand. He Contributed mainly to the design of portals/adits and excavation of HRT, desilting chamber, pressure shafts and powerhouse. Also, he worked in the design of power intake, Head race Tunnel, surge shaft, underground powerhouse, and Tail race Tunnel.

As Deputy Director, he is also having experience of working in Monitoring and Appraisal Directorate, Jaipur where he dealt with various proposals of AIBP, RRR and medium irrigation projects received from Govt of Rajasthan.

As Executive Engineer, he worked in Chambal Division, Jaipur where he dealt Hydrological observations work on river Chambal and its tributaries along with Inflow forecast for Gandhisagar Dam using MIKE 11 software. There, he has also worked as Engineer-in-Charge for installation and commissioning of 11th plan Telemetrywork in CWC.

As Director, he was involved in Technical Examination and Appraisal of FR/PFR/DPR for various hydroelectric (HEP) and multipurpose projects like Turga Pump storage Project, Purulia (WB), Luhri stage I HEP(HP),Mawphu, stage II HEP (Meghalaya), MyntduLeshka Stage II HEP (Meghalaya), Upper Indravati Pumped storage (Odisha),Sulwade lift irrigation project (Maharashtra), Renukaji damproject (HP), Noa-Dihing multipurpose Project (Arunachal Pradesh) etc.

Further, as Director he was involved in the design work of construction stage projects i.e. Parwan Irrigation Project, Rajasthan, Ganol HEP, Meghalaya, Punatsangchhu- I and II HEP, Bhutan. He joined as a Director (Designs) in National Water Academy, Pune in June 2023.

Milind Panpatil, Director ( Pay level 14)


Milind Panpatil did B. Tech in Civil Engineering from Victoria Jubilee Technical Institute (VJTI) Mumbai in 2000.He secured the first position in B.Tech in Mumbai University. After a brief stint in construction of a National Highway Project, he worked with a RITES Ltd., Govt of India Enterprises in 2000.

As a Assistant Manager, during a period of 2000 to 2004, he was dealing with design and construction of a mega National Highway project. He has extensive professional experience in various spheres of Civil Engineering. Presently, he is working as a Director, National Water Academy, Pune. Milind Panpatil joined the Central Water Engineering (Group 'A') Services (CWES) through UPSC Engineering Services, 2002 of Central Water Commission (under Ministry of Water Resources, Govt of India) as Assistant Director in 2004 (CWES-2002 batch). In CWES, he has worked in Central Water Commission, Ministry of Water Resources and National Water Academy, in diverse areas. As a Assistant Director, during a period of 2004 to 2006 he served in Design and Research wing of CWC, New Delhi and has been associated with many important analyses & design assignments in the field of Hydrology. As a Assistant Commissioner, during a period of 2006 to 2008 he served in Brahmaputra & Barak Wing of Ministry of Water Resources, New Delhi and has been associated with India-China, India-Bhutan, North East Water Resources Authority and River Basin Organizations.

As a Deputy Director during a period of 2008 to 2008 in National Water Academy,Pune has been coordinating the programs on Analysis & Design of Gravity Dam Aspects (on various components of Water Resources Projects; like dams, hydropower structures, hydro mechanical equipment, barrages & canals). As a Executive Engineer during a period of 2008 to 2012 in Upper Krishna Division, Krishna and Godawari Basin Organization, Central Water Commission at Pune was responsible for the hydrological observations at 28 sites under 6 Sub- Divisions which were spread over the Maharashtra, Karnataka & Goa. Besides, he was also responsible for the Morphology survey work of the whole Krishna River about 1300 km.

As a Deputy Director (Administration& Coordination) during a period of 2012 to 2015 in National Water Academy (NWA) Pune , he is not only the in-charge of Administration and Coordination of NWA but also the core faculty as well as Drawing and Disbursing Officer (DDO) of NWA, Pune. As a Deputy Director during a period of 2015 to 2016 in Appraisal Directorate in Monitoring Central Organization, Central Water Commission, Nagpur was responsible for Monitoring and Appraisal of Water Resources Projects in Krishna, Godawari and Tapi Basins in Maharashtra States. As a Superintending Engineer during a period of 2016 to 2020 in Monitoring Central Organization (MCO), Central Water Commission, Nagpur was responsible for overall administration and coordination of MCO, CWC, Nagpur as well as Hydrological Observations at 64 sites under 1 Division and 4 Sub- Divisions which were spread over the Maharashtra, Telangana & Madhya Pradesh. As a Director in additional charge during a period of 2019 to 2020 in Appraisal Directorate in Monitoring Central Organization, Central Water Commission, Nagpur was responsible for Monitoring and Appraisal of Water Resources Projects in Krishna, Godawari and Tapi Basins in Maharashtra States.

During his 20 years professional service, he gained the experience in multi discipline fields like Construction, Project Hydrology, Hydrological Observations, Flood Forecast, Morphology Survey, Project Appraisal, Project Monitoring, Administration, Establishment, Finance, Accounts and Coordination etc. He also attended the international Training Programme on "Managing Water Organisations" at UNESCO-IHE-Delft, Netherland during the year 2016.

Asheesh Kumar Singhal, Director ( Pay level 13)


Sh. Asheesh Kumar Singhal belongs to ESE- 2008 batch of Central Water Engineering (Group 'A') Service. He completed his B. E. in Civil Engineering with Honours from M.B.M. Engineering College (Now M. B. M. University), Jodhpur in the year 2007.

He joined Central Water Commission (CWC) as Assistant Director in June 2011. Before joining CWC, he worked as Management Trainee & Engineer in Engineers India Ltd. (A Public Sector & leading Engineering Consultancy and Project Management Company) for about 3 years and handled tendering & contract management works for Renovation of Connaught Place, New Delhi & Construction of EIL head office at Gurgaon.

During the initial years in CWC, he was posted as Assistant Director in RMCD, River Management Wing,New Delhi, where in he was involved preparation of EFC/ SFC for DWRIS Scheme, Budget management for DWRIS, IWRD Schemes, Co-ordination of RM (Co-ord) meetings, Parliamentary Questions, VIP references, RTI matters, Annual Plans, Physical & Financial monitoring of Plan Schemes.

As Deputy Director, he continued to work in the same directorate with more responsibilities for around 2 years. There upon, he was posted as Executive Engineer, Himalayan Ganga Division, Dehradun in 2017 and was involved in Hydrological observations work on river Ganga and its tributaries along with Inflow & Level forecasting at Dharamnagri Barrage, Srinagar, Rishikesh & Haridwar. There he also dealt the works related to Installation and commissioning of telemetries in phase-2,opening of new sites (22 HOand 3 SG&MS).

Apart from these as Deputy Director in M&A Dte. CWC, Pune, he also monitored the M&MI projectsunder PMKSY-AIBP/CAD&WM/Special Package for the state of Maharashtra (MKVDC & KIDC) from 2021 to 2024. On promotion to Director, he was posted in National Water Academy (NWA), CWC, Pune in June 2024. During his 16 years professional service, he gained the experience in multi discipline fields like Contract Management, Construction, Hydrological Observations, Flood Forecast, Project Monitoring, Administration, Establishment, Finance, Accounts and Coordination etc.

Chaitanya K S, Deputy Director ( Pay level 12)


Sh. Chaitanya K S completed his B. Tech in Civil Engineering from Indian Institute of Technology, Delhi. He belongs to ESE 2011 batch of Central Water Engineering (Group 'A') Service.

He joined Central Water Commission (CWC) as Assistant Director in January 2013. Before joining CWC, he worked as Manager (Engg) in Hyderabad Metropolitan Water Supply & Sewerage Board (HMWSSB) for 3 years.

As Assistant Director in the Inter-State Matters Directorate, CWC, New Delhi, he was involved in Appraisal of DPRs/PFRs of Major and Medium Irrigation and Multipurpose projects pertaining to peninsular river basins from inter-State angle, assisted the Supervisory Committee on Cauvery, Supervisory Committee on Babhali Barrage and Negotiation Committee on Mahanadi river water sharing dispute. He was also involved in the updation of CWC publication 'Legal Instruments on Rivers in India- Vol III' on Agreements on Inter-State rivers in India which is only one of its kind of compilation.

As Deputy Director in the Inter-State Matters-2 Directorate, CWC, New Delhi, he was involved in appraisal of DPRs/PFRs of Major and Medium Irrigation, Multipurpose projects, Hydro-Electric projects and water supply proposals for Thermal and Industrial projects in Ganga, Indus and Brahmaputra basins from inter-State angle, provided assistance in matters related to cooperation with other countries in water sector, in conducting various inter-State meetings regarding sharing of Ravi-Beas waters and the Negotiation Committee on the water sharing dispute related to Tilaiya Dhadhar project.

As Deputy Director in the Water Management Directorate, CWC, New Delhi, he was involved in preparation of weekly bulletin on reservoir live storage status in India and participated in the meetings of Crop Weather Watch Group (CWWG)/Crop Weather Watch Group for Drought Management (CWWGDM). He was also instrumental in preparing a road map for inclusion of more no. of reservoirs under CWC-Reservoir Storage Monitoring System (RSMS).

Apart from regular work, he made paper presentations on water policy related issues in two editions of India Water Week(IWW) organized by the Ministry of Jal Shakti, GoI and in the 3rd World Irrigation Forum organized by International Commission for Irrigation & Drainage (ICID) at Bali, Indonesia in September 2019. He co-authored two papers viz., 'Efficient and Productive Use for Sustainable Water Resources Management in India' (3rd World Irrigation Forum, September 2019) and 'Policy Interventions and Institutional Reforms for Sustainable Water Management' (2nd International Conference on Sustainable Water Management, November 2019).

He joined as a Deputy Director in National Water Academy (NWA), CWC, Pune in October 2020. His areas of interest include Remote Sensing of Natural Resources, Geospatial Analysis, Water Policy related matters, Integrated Water Resources Management, Transboundary Cooperation and Management of Water related Conflicts

G. Srinivasulu, Deputy Director ( Pay level 12)


Shri G. Srinivasulu, a distinguished 2012 Engineering Service Officer, currently holds the position of Deputy Director (Administration & Coordination) at the National Water Academy (NWA), Pune. He possesses a robust academic background with a Bachelor of Engineering in Civil Engineering from S.V. University, Tirupati, and a master's degree in Structural Engineering from the esteemed Indian Institute of Technology, Bombay.

Shri G. Srinivasulu commenced his professional journey as an Assistant Executive Engineer in the Road & Buildings Department, Government of Andhra Pradesh in 2013. During his tenure, he was entrusted with responsibilities involving the planning, design, tendering, and execution of various construction works, including roads, highways, buildings, and bridges.

G. Srinivasulu's entry into the domain of water management occurred in 2014 when he assumed the role of Assistant Director at the Central Water Commission (CWC) Headquarters, New Delhi. Here, he played a pivotal role in the appraisal, design, planning, and construction drawing preparation for embankment dams and intake wells of various projects. Subsequently, Shri Srinivasulu served in the Monitoring South Organization, CWC, Bangalore, where he was engaged in the appraisal of Minor Irrigation projects and the inspection of major and medium irrigation projects, in addition to handling procurement aspects, tendering works, and financial matters as DDO.

In his current role as Deputy Director (Administration & Coordination) at NWA, Shri Srinivasulu has demonstrated exceptional competence in managing critical administrative and establishment functions. He has been actively associated with various prominent infrastructural works of NWA, including the construction of an underpass across the Pune-Sinhagad State Highway, acquisition of additional land parcels from CWPRS, and the planning of additional infrastructural facilities such as auditorium, multipurpose hall, open air theaters and other institutional setups to enhance the NWA campus to international standards. He oversees the operation, maintenance, and upgradation of key facilities, including the NWA office complex, guest houses, mess, swimming pool, and residential quarters etc.

Shri Srinivasulu has effectively handled a broad spectrum of establishment and administrative matters, delivering over 300 lectures on subjects such as procurement processes, delegation of financial powers, General Financial Rules (GFR) provisions, e-GeM, Public Financial Management System (PFMS), e-billing systems, and various administrative challenges, GIS, RS, AI, ML and DL etc.. His expertise extends to RTI matters, court cases, and manpower contracts, resulting in the successful resolution of all pending legal cases. Shri Srinivasulu is widely recognized for his deep expertise in procurement through e-GeM and traditional tendering processes, preparation of tenders/NIQs, floating of e-tenders/NIQs, contract management, and management of financial and establishment matters etc..

G. Srinivasulu's technical prowess aligns seamlessly with his expertise in cutting-edge technologies, including Data Science, Machine Learning, and AI, GIS and remote sensing. Proficient in programming languages such as Python, R, C, and C++, he brings technical versatility to his roles.

Saurabh, Deputy Director ( Pay level 11)


Sh. Saurabh belongs to ESE- 2013 batch of Central Water Engineering (Group 'A') Service. Hecompleted his B. Tech in Civil Engineering from National Institute of Technology, Kurukshetra in the year 2012.

He joined Central Water Commission (CWC) as Assistant Director in June' 2015. Before joining CWC, he had a brief stint as Executive Trainee (Civil) in SJVN Ltd. posted at its Nathpa Jhakri Hydro-Electric Project, Himachal Pradesh. During the initial years in CWC, he was posted as Assistant Director in the Hydrological Studies Organization (HSO),New Delhi, wherein he was involved in the Appraisal of Hydrology chapter of DPRs/PFRs of Major and Medium Irrigation and Multipurpose projects which involved studies such as Water Availability, Design & Diversion Flood, and Reservoir Sedimentation. He was also involved in the publication of CWC's Report on "Problems of Salination of Land in Coastal Areas of India and Suitable Protection Measures"(July2017).

There upon, he was posted as Assistant Commissioner in State Projects (SPR) Wing of the erstwhile Ministry of Water Resources, River Development & Ganga Rejuvenation (MoWR,RD&GR), New Delhi, wherein he was associated with the Implementation of 99 Prioritized AIBP Projects in the country under Pradhan Mantri Krishi Sinchayee Yojana (PMKSY). He also played active role in the works related to the preparation and approval of Expenditure Finance Committee(EFC) Note/Cabinet Note for various schemes such as Special Package for Maharashtra to address agrarian distress,Relining of Rajasthan Feeder- Sir hind Feeder, Shahpur KandiDam Project, Ujh Multipurpose (National) Project, and Continuation of PMKSY.

As Deputy Director, he was posted in the Performance Overview & Management Improvement Organization (POMIO) of CWC, New Delhi, where he was involved with the Implementation of new initiative " Support for Irrigation Modernization Programme (SIMP)" taken up by CWC/ DoWR,RD&GR with technical assistance from Asian Development Bank (ADB) for modernizing existing Irrigation projects in the Country.He was also instrumental in the Technical Examination ofReports submit tender the Baseline Studies carried out by National Water Mission for assessment of Water Use Efficiency in 22MMI projects in the country.

There upon, he was posted as Deputy Director in the Technical Coordination Directorate of CWC, New Delhi, where he was responsible for compiling inputs for technical engagements of Chairman, CWC. He also played a key role in firming up CWC's Vision for 2047 in terms of setting up the Short, Medium and Long Term Goals. Apart from regular work, he co-authored two papers viz., " Performance of Irrigation Infrastructure- Country Paper" (presented during 24th International Congress of ICID at Adelaide, Australia during Oct 2022) and " Climate Resilient Water Infrastructure in India" (presented during 25th International Congress of ICID at Visakhapatnam during Nov 2023).

He joined as a Deputy Director in National Water Academy (NWA), CWC, Pune in July 2024. His areas of interest include Geospatial Analysis, Irrigation Performance, Water Use Efficiency, Water Policy related matters, etc.
